The global health crisis of COVID-19 has spatial implications for social isolation to control the spread of the virus. These precautionary measures require travelers to remain in mandatory quarantine for 14 days after arriving from another country. Due to the lack of government facilities, more and more hotels have become quarantine facilities. This study focuses on quarantine hotels in Australia, one of the first countries to implement international border restrictions, to assess the spatial needs of users and what results can be understood. Mainly focusing on the well-being of hotel users during the quarantine period, this article responds to the information gap regarding the quarantine hotel system by providing users’ opinions on the negative and positive factors that affect their well-being. A multiple-choice survey and open-ended questionnaire were conducted with 54 participants to explore their experiences in quarantined hotels. Among the nine main sources of well-being, the three highest scoring responses were operable windows (4.7), ventilation (4.5) and natural light (4.3). Access to the outdoor environment through a usable balcony or window is an acute and fundamental requirement for guests. In addition, the participants mentioned that they did not want to return to the quarantined hotel, which raised concerns about the hotel’s future.

The COVID-19 pandemic has greatly affected hotels in two interconnected ways. First, the pandemic has a global socio-economic impact on the tourism industry. For example, restrictions related to COVID-19 resulted in 7.6 million fewer international arrivals to Australia, 45 million fewer domestic overnight trips, and 84 million fewer day trips in 2020 compared to 2019 [1]. Meanwhile, precautionary measures have been applied to incoming and outgoing travelers to control the spread of COVID-19, and the hotel has undergone an adaptation period operating as a quarantine hotel. The tourism industry has begun to host international travelers for mandatory isolation periods [2].

Travelers are asked to self-quarantine for two weeks in most countries, such as Australia, China and India, isolating at home or in government-run observation centers. Due to the lack of special government facilities for quarantine, hotels became quarantine facilities using guest rooms for temporary accommodation. In addition to travel, hotels have provided accommodation for health workers and COVID-19 patients with mild symptoms in some countries, such as China [3]. International travelers flying to Australia must be quarantined under public health orders. Australia was one of the first countries to impose international border restrictions at the start of the pandemic to prevent the virus from spreading. Quarantine hotels play an important role, effectively acting as a secondary border. The first case of COVID-19 in Australia was recorded in January 2020. Two months later, a 14-day quarantine requirement was imposed on returning travelers, starting on March 28, 2020, remaining until October 2021 [4]. Guests are not advised which hotel they will be staying at until arrival or nearby. The government charges each traveler for the cost of hotel quarantine accommodation. The fee is a fixed contribution to public quarantine costs, currently 3000 AUD for adults. Guests were also informed that they will not be charged more if they are required to stay in quarantine for more than 14 days, due to unforeseen circumstances.

What It’s Like To Stay In A Chinese Quarantine Hotel

Most arrivals in Australia have been quarantined in hotels, including in apartment hotels. Consequently, concerns about the quarantine system are directly related to hotel accommodation. Concerns about the mandatory hotel quarantine are related to the effectiveness and feasibility of the system – some people who have arrived in the country have tested positive for COVID-19. For example, 681 people who returned to NSW tested positive between June 2020 and May 2021 while in a quarantined hotel [5]. Travelers identified as having acute or ongoing health care needs and who test positive for COVID-19 are referred to special health accommodation, while others are directed to quarantine hotels [6]. One study reported a “significant risk of failure” from quarantined hotels when examining Australian hotel quarantine approaches [7]. According to audit data, as of February 2021, the quarantine hotel system has failed seven times, with one failure causing more than 800 deaths [7].

Australia has experienced the Delta variant of COVID-19 since May 2021, which health experts define as more infectious than previous variants, with transmission possible during rapid contact [8]. The growing concern raises questions about the effectiveness and feasibility of quarantine hotels. In addition, Sarah Nickson’s investigation [9] of the British government’s partial hotel quarantine system is applied globally to the total hotel quarantine system. He noted that the hotel’s quarantine staff were not properly trained, and failed to take care of the physical and mental health needs of those in quarantine. The current study explores Australia’s experience of quarantine, highlighting more than 20 months of mandatory quarantine service provision.

The COVID-19 pandemic has spatial implications of social isolation, with policies and regulations prioritizing social distancing. The hybridization of the domestic environment and the quarantine hotel is a consequence of these implications. The National Review of Hotel Quarantine Reports [4] mentions that hotel quarantine is difficult to implement, and requires expensive resources and specialized manpower.

Due to statutory requirements, travelers arriving in Australia go through a “journey quarantine”, which is provided and controlled by each country with slight variations. Arriving guests are informed of the applicable quarantine process prior to arrival. Travelers are directed to assigned buses that are at most half-capacity, with police generally responsible for movement between the airport and hotel. After arriving at a hotel, guests are directed to the lobby in small groups for a limited time, then escorted to their hotel room [4]. Therefore, the quarantine trip, which requires 14 days, is limited to hotel rooms according to legislative requirements, as shown in Figure 1. Guests are given information about what to expect during their stay, distributed as a brochure prepared by the Australian government: “Preparation for Quarantine” . The document includes information that the hotel will provide three meals per day, varying according to the different facilities. In addition, guests can expect basic Wi-Fi, telephone and television; However, laundry service will be at their expense. Due to COVID-19 measures, rooms will not be cleaned during your stay. Smoking is not allowed in the rooms, and guests in quarantine cannot smoke. The first page of the document prepares guests by saying that “quarantine in a hotel will be different from your normal experience of staying in a hotel”, and it may be difficult [5].

From an architectural point of view, the emerging discussion about quarantine hotel spaces focuses on social distancing and contactless systems, which mainly affects meeting rooms and hotel meetings [10]. First, the idea of turning the hotel into a quarantine hotel can be considered as a responsive solution, considering the devastating impact of COVID-19 on the hospitality sector and the lack of institutions and government quarantine facilities. Adaptation of hotels for quarantine use according to different requirements has changed the priorities of hotel management. The needs of tourists have been displaced, and the assigned meaning of “security” is related to cleanliness. Providing a safe environment for employees and guests through contactless services and improving hygiene control has become a new priority [11].
